15.05.2012.

On 25th of April, 26 mayors and heads of administration from towns and municipalities of all over Serbia signed a Memorandum of Understanding about the receiving of 29 service packages from the Municipal Support Project IPA 2007, aimed at strengthening their administrative capacity. This ceremonial event took place in Aeroklub in Belgrade, in presence of high ranked representatives from the Serbian Government and the EU Delegation in Serbia, which was well covered by Belgrade and regional media.

The MSP IPA 2007 project has organized a workshop with the topic “Best practice in Local Self Government – Municipal Service Packages for Supporting further Improvements” on Friday, 8th of July, 2011 in Sremski Karlovci, in the Conference Hall of the Ministry of Agriculture, Trade, Forestry and Water Management. The Project has now gone half its way in time, which was felt to be a reason to summarize the achievements so far and to discuss with the project partners the next steps ahead.

MUNICIPAL SUPPORT PROGRAMME IPA 2007


 

The Project Municipal Support Programme IPA 2007 ”Good Local Governance, Planning and Service Delivery” is an EU funded project implemented by a consortium led by GIZ International Services. The project commenced in January 2010 and will last until January 2013.
This project is part of long-standing technical assistance and grant support effort for municipal development in Serbia. It therefore incorporates the lessons and experience of previous EU-funded programmes, builds on earlier achievements, and focuses on delivering outputs and impact.

OVERALL OBJECTIVE

To contribute to improved governance and economic development in Serbia, through support to a broad range of aspects of the decentralization of responsibilities and competences from central to local level.

SPECIFIC OBJECTIVES

  • To improve the capacities for good governance and municipal management at the local level.
  • To improve local services to citizens and enhance local economic development.
  • To strengthen the Standing Conference of Towns and Municipalities.
  • To enhance central-local government cooperation.
COMPONENT 1 – MUNICIPAL PLANNING

Sector and Action Planning:

All 27 plans are finalized. 9 sector plans and 7 action plans have already been approved by the municipal assemblies.

Project-based monitoring:

In addition to setting-up the Monitoring & Evaluation framework for the plans, the project has started with selecting 6 out of 270 projects for the project-based monitoring, by that directly coaching the implementation of the municipal projects.

COMPONENT 2 – MUNICIPAL FINANCE

Service Packages on Municipal Finance: 14 municipalities have signed the MoU for their “packages” and receive now support on topics of programme budgeting, capital investment planning or municipal bonds.

Tax Administration: On May 22 and 23, a two-day workshop in Kragujevac will introduce the municipalities to the new legislative framework of tax collection.

Bond Issuing: Pancevo issued its first bond on 27th of April. 

COMPONENT 3 - ADMINISTRATIVE EFFICIENCY

 

Service Packages on Administrative Efficiency:

 

15 municipalities and cities will be supported on human resources management, new organizational structure model or quality of services for citizens / citizen service centres. They have signed a MoU with the project on 25th April.

COMPONENT 4 – GRANT SCHEME SUPPORT

 

The project is now preparing the evaluation methodology for grant schemes. The entire budget of Exchange 3 has been allocated to the municipal support project.
